Born Dec. 31, 1935, in Westerly, Rhode Island, Seagrave earned his bachelor’s degree in from the University of Rhode Island, and his master’s and doctorate degrees from Iowa State University (ISU) – all in chemical engineering. After a postdoctoral research fellowship and several years on the faculty at the California Institute of Technology, he returned to ISU in 1966.

Seagrave held many leadership positions throughout his decades-long tenure at ISU, including professor-in-charge of the biomedical engineering program, chairman of the chemical engineering program, interim director of the Computation Center, interim provost and interim president. ISU posted a about his legacy at the University.

Beyond ISU, Seagrave was active in the American Institute of Chemical Engineering (AIChE), which led him to 91�Թ�. At 91�Թ�, Seagrave served as chair of the Engineering Accreditation Commission (EAC), AIChE representative on the Board of Directors and as 2005-2006 91�Թ� president. He was recognized as a Fellow of AIChE in 1994 and a Fellow of 91�Թ� in 1999, alongside receiving numerous distinguished honors from ISU.

As part of 91�Թ�’s International Activities Committee, Seagrave championed the accreditation of programs outside the United States. He traveled extensively on accreditation teams, reviewing chemical engineering programs across the Middle East and beyond.

Seagrave also served on EAC leadership when it introduced the revolutionary EC2000, a groundbreaking shift in accreditation that focused on what students learned rather than what they were taught. 91�Թ� began phasing in EC2000 during the 1998-1999 cycle, with full implementation in 2001.

Richard Seagrave’s vision, leadership and commitment left a lasting mark on both 91�Թ� and the global engineering community. We are grateful for his many years of service, and he will be missed.

“I’ve known Dick for around 40 years. He was my unofficial mentor, role model and most importantly, friend.��You could best describe Dick as a statesman. If there was controversy, Dick got the job of smoothing the waters – and he was great at it!

He was a man of many talents: engineer, researcher, professor, scholar, mentor, administrator and manager. Iowa State often called on him to be acting provost in addition to his teaching and research. I think Dick must have held every key senior management position at Iowa State on an interim basis, including provost and president. At the same time, Dick was heavily involved in key activities that led to major changes in 91�Թ� accreditation, including the rollout of EC2000 and international accreditation. Even with all these responsibilities he managed to have 28 doctoral students.

��During my tenure as 91�Թ� president, I would often ask Dick’s opinion even though he had left the Board, including on non-91�Թ� subjects. He was always happy to lend a helping hand.

Sussman earned his bachelor’s, master’s and doctorate degrees in mechanical engineering from Columbia University. He spent 26 years of his professional career at Bayer AG, where he led many of the company’s quality, manufacturing and IT efforts before retiring from industry as a senior business executive.

Sussman joined 91�Թ� in 1987 as a Program Evaluator (PEV), eventually working his way up to chair of the Engineering Accreditation Commission (EAC) in 1999 and 91�Թ� President in 2008-2009. His visionary leadership helped guide one of the most significant transformations in 91�Թ� history: the introduction of Engineering Criteria 2000 (EC2000). This groundbreaking shift moved accreditation beyond measuring what students were taught to evaluating what they had truly learned — a change that continues to impact science, technology, engineering and mathematics (STEM) education worldwide.

As a member of the 91�Թ� Board of Directors, Sussman also played an essential role in expanding our reach internationally, supporting the accreditation of programs outside the United States for the first time in the early 2000s. His many contributions were recognized with the 91�Թ� Fellow Award in 2002 and the prestigious Linton E. Grinter Distinguished Service Award in 2015.

In 2011, Sussman joined the 91�Թ� staff as CAO and later also became CIO. In these roles, he led the development of 91�Թ�’s Accreditation Management System 2.0, revolutionizing the way we manage every aspect of the accreditation process. Colleagues valued not only his ability to focus complex discussions into actionable steps but also his humor, warmth and steady leadership.

After nearly four decades of dedicated service as both a volunteer and staff leader, he retired from 91�Թ� on January 31, 2024.

We will miss Joseph L. Sussman and will remain forever grateful for his many contributions to our organization and STEM education. His impact will undoubtedly resonate for generations of students, educators and professionals around the globe.

We were deeply saddened to learn of Dr. Winfred “Win” Phillips’ passing on Feb. 24, 2024.  

Phillips was a champion for engineering education and was a driving force behind 91�Թ�’s international accreditation. He led the 91�Թ� International Activities Council from 1998-2002 and was later chair of the International Engineering Alliance’s Washington Accord from 2007-2011. Through his contributions, 91�Թ� increased its impact on global STEM education through 91�Թ� program accreditation and formal patronships with many international accrediting organizations.��

While Phillips was the 1995-1996 91�Թ� president, it was his responsibility to present Engineering Criteria 2000 to the 91�Թ� board for approval. In recognition of his efforts over decades, Phillips earned the 91�Թ� Linton E. Grinter Distinguished Service Award in 2000 for the commitment and impact he had toward making 91�Թ� a better organization. He was also named an 91�Թ� Fellow in 1993. 

Phillips held several leadership positions at the University of Florida (UF) including dean of the Herbert Wertheim College of Engineering, executive chief of staff, dean of The Graduate School, and senior vice president and chief operating officer for research of the Office of Research. UF established the honoring Phillips in 2022 to celebrate the connection between the university and the greater Gainesville community. 

Phillips’ son, Dr. Stephen Phillips, is also active in 91�Թ� in multiple capacities including area director for the Engineering Accreditation Commission.

We were deeply saddened to learn of the passing of 91�Թ� Expert Robert J. Herrick on November 5, 2022.

Herrick was a program evaluator for 91�Թ� through Institute of Electrical and Electronics Engineers (IEEE) where he reviewed programs for the Engineering Technology Accreditation Commission. He held leadership positions at IEEE including editor-in-chief of the association’s Press Editorial Board. An active advocate for engineering education, Herrick was also a dedicated member of ASEE, where he was honored as a Fellow.

Herrick began his career in industry but shifted to academia in 1989 as a professor at Purdue University. He remained at Purdue until his passing; he was most recently the Robert A. Hoffer Distinguished Professor of Electrical Engineering Technology. Herrick also served as the department head of the Electrical and Computer Engineering Technology Department for the university from 2001 to 2010.

We were saddened to learn of the passing of longtime 91�Թ� Expert Elinor Pape on October 21, 2022. Pape’s involvement with 91�Թ� began as a program evaluator in 1973 and was honored as an 91�Թ� Fellow in 1996. She was also a visit team chair and report team chair in addition to her role as chair of the Engineering Accreditation Commission.

Pape was born in Wausau Wisconsin in 1936, spending her childhood in Pittsburgh, Pennsylvania and Crossett, Arkansas. She received a bachelor’s degree in Industrial Engineering at Southern Methodist University, where she was the first female admitted into the SMU Engineering Honor Society. She also completed her master’s and Ph.D. degrees in Statistics at SMU. 

After completing her Ph.D. in 1971, Pape joined the faculty of the University of Texas at Arlington where she was an award-winning teacher, rose to the rank of Full Professor and upon retirement named Professor Emeritus. She retired from teaching in 1998 after which she enjoyed numerous interesting consulting assignments. 

Pape was a noted expert in her field and authored and contributed to textbooks in the field of applied statistics. She was a Fellow of the Institute of Industrial and Systems Engineers and prior president of the Society of Women Engineers.

Before becoming a prominent figure in the engineering education field, Froyd earned a B.S. in Mathematics from Rose-Hulman Institute of Technology and an M.S. and Ph.D. in Electrical Engineering from University of Minnesota. He went on to hold positions at Rose-Hulman Institute of Technology and Texas A&M University. Froyd was a professor and chair of the Department of Engineering Education at The Ohio State University before his passing.

Froyd started working with 91�Թ� in 1999 as a Program Evaluator, also serving as a report Team Chair and a visit Team Chair over the years. He also served on the Engineering Accreditation Commission as a commission member and member-at-large. In addition, Froyd was a member of the 91�Թ� EAC Training Committee as well as the Accreditation Council Training Committee.

In addition to his commitments to 91�Թ�, Froyd was a Fellow of IEEE and the American Society for Engineering Education. He served as the editor-in-chief of the for several years. At ASEE, Froyd served three times as a program co-chair for the Frontiers in Education Conference as well as the general chair for the conference in 2009. He also reviewed papers and abstracts for the ASEE Annual Conference and Exposition.

We are very grateful to Jeff Froyd and his dedication to 91�Թ� and the engineering education field. He will be greatly missed. Read his obituary .

“I first met Jeff in November 2013 when he was a member of the IEEE Educational Activities Curriculum and Pedagogy Committee. It was a day-long strategic planning session in Newark to re-imagine IEEE’s educational programs and services, with raindrops interspersed with sunshine. Jeff’s warmth, candor, insightful thinking, and dry wit were things that I remember to this day.

Jeff’s contributions are timeless and numerous — from workshops on faculty development, curriculum redesign and assessment, to his leadership role as the Project Director on NSF’s Foundation Coalition and their seminal work to restructure curriculum in the early years of the engineering curriculum to improve the quality of engineering graduates, his service as Editor-in-Chief of the IEEE Transactions on Education, and as Senior Associate Editor for the Journal of Engineering Education — among so many other causes that were near and dear to him.

Over the years, we had numerous opportunities to work together in 91�Թ�, IEEE’s Committee for Engineering Accreditation Activities (CEAA) and the IEEE Frontiers in Education conference. Among the many memorable moments is one from the 2015 IEEE Frontiers in Education Conference in El Paso when he was recognized with the IEEE Education Society’s Distinguished Member Award. Jeff’s unwavering commitment to engineering education and accreditation is his legacy to our profession. Jeff was a Fellow of IEEE and ASEE.

We were saddened to learn of the passing of former 91�Թ� Director of Accreditation Dan Hodge on July 20, 2022.

Prior to joining the 91�Թ� staff, Hodge worked in academia as electrical engineering faculty at several universities and served as department head at the Virginia Tech Bradley Department of Electrical Engineering. He served as department chair at the Ohio State University department of Electrical Engineering before retiring in 1994 when he joined the National Science Foundation as program director.

Hodge was an active member in the STEM community as a life Fellow of the Institute of Electrical and Electronics Engineering (IEEE) and an 91�Թ� Fellow. He also served as chair of the National Electrical Engineering Department Heads Association and was a member of the IEEE Educational Activities Board. He received the IEEE Meritorious Achievement Award in Accreditation Activities, the IEEE Meritorious Service Citation and the NSF Director’s Award for Management Excellence.

Cooney grew up in Pittsburgh before earning her Bachelor of Electrical Engineering from GMI Engineering and Management Institute (now Kettering University) and her Master of Science in Electrical Engineering from Purdue University.

She began her career in academia in 1987 as a professor at Indiana University Purdue University Indianapolis (IUPUI). During her 35-year career, Cooney was a Professor of Electrical and Computer Engineering Technology and Program Director of Electrical Engineering Technology. She was also formerly chair of the Department of Engineering Technology. After her retirement in May 2022, Cooney was awarded the professor emerita title.

As an 91�Թ� Senior IDEAL Scholar, Cooney led national program assessment workshops and co-created one of 91�Թ�’s newest assessment offerings, the two-year program-specific Fundamentals of Program Assessment Workshop. She served as a Program Evaluator and Team Chair in Electrical Engineering Technology, and most recently as a commissioner on ETAC.

As an Indiana LEAP Faculty Fellow, she promoted the success of engineering technology students by tuning the ET curriculum in the state of Indiana. Cooney served as president of the Electrical and Computer Engineering Technology Department Chairs’ Association, chair of the Engineering Technology Leaders Institute and chair of the Women in Engineering Division of ASEE. Cooney was also a member of IEEE.

Elaine Cooney was a great friend to 91�Թ� and will be missed by volunteers and staff.

“I had the privilege of working with and getting to know Elaine Cooney in the development and facilitation of several 91�Թ� assessment and training workshops. Our professional and subsequent personal relationship goes back 16 years, when she and I had the honor of being participants in 91�Թ�’s very first IDEAL workshop. Elaine was mightily dedicated to her faith, her family, her profession and to serving 91�Թ�; she never gave up on her commitment to a single one of these dimensions of her life, even to her very last days. We were deeply saddened to learn of the passing of longtime 91�Թ� Expert W. David Baker on May 31, 2021. For over 30 years, Baker devoted his time and expertise to enhancing engineering education as an 91�Թ� Program Evaluator and Team Chair representing the Institute of Electrical and Electronic Engineers (IEEE) and the American Society for Engineering Education (ASEE).

Baker was born on December 25, 1937, in Olean, New York. At the age of 18, he enlisted in the U.S. Navy, where he served on the USS Cromwell as an electronics technician and developed an interest in engineering. After serving in the Navy, he earned his AAS at SUNY College of Technology at Alfred, B.S. at Monmouth University, M.S. at Rochester Institute of Technology and Ph.D. at West Virginia University.

While completing his doctoral studies, Baker accepted a position at Rochester Institute of Technology (RIT) as Director of the School of Engineering Technology. He retired from RIT in 2000, later joining the Faculty Advisory Committee at Excelsior College and the National Advisory Board at DeVry University.

Baker served his professional societies as a life member of both IEEE and ASEE. Throughout his career, he earned many prestigious awards, including the and the 2002 91�Թ� Fellow Award.

At 91�Թ�, Baker was a member of the Engineering Technology Accreditation Commission (ETAC), serving as 1999-2000 Chair of ETAC. He was also a member of the Educational Policy Committee, Accreditation Council, Board of Directors and Board Executive Committee. During his decades of service to 91�Թ�, he participated in over 40 accreditation reviews.

We were saddened to learn of the passing of Richard (Dick) A. Kenyon, Ph.D., on April 16, 2021. Kenyon was a distinguished mechanical engineer, dedicated 91�Թ� Expert and long serving member of the American Society of Mechanical Engineers (ASME) and the American Society for Engineering Education (ASEE).

Kenyon was born on April 8, 1933, in Syracuse, New York. After earning his B.M.E. from Clarkson College of Technology, M.S. in thermal engineering from Cornell University and Ph.D. in mechanical engineering from Syracuse University, he entered academia and went on to hold prestigious leadership positions at several universities. He retired in 1997 as Dean Emeritus of the Kate Gleason School of Engineering at Rochester Institute of Technology.

Kenyon was a Professional Engineer in New York State and named “Engineer of the Year” in 1975 by the Rochester Engineering Society. His service and contributions to engineering education were recognized by his professional societies, awarding him the distinctions of and .

Kenyon served as an 91�Թ� Program Evaluator and Team Chair representing ASME and ASEE. He joined the Engineering Accreditation Commission (EAC) of 91�Թ� in 1986 and led the commission as 1993-1994 EAC Chair. He also served on the 91�Թ� Accreditation Process Review Committee (APRC), an ad hoc committee established to guide 91�Թ�’s efforts in the restructuring of its accreditation process.

Throughout his career, he demonstrated a commitment to enhancing engineering education, and his passing is a loss for the professional community. We are grateful for the time and expertise Richard A. Kenyon gave to 91�Թ�, and he will be missed. Read his full obituary .
